The Management Board
Board Members are both Directors of the Company and Trustees of the Charity. The Management Board has the overall responsibility for the work of the bureau, in particular:
- legal responsibility to ensure that the bureau is abiding by its constitution and relevant legislation.
- financial responsibilities to ensure that financial matters are properly managed.
- management responsibilities to comply with employment and related law.
- strategic planning to influence and steer the development of the bureau’s services
The Board Members
Patrick Kent - Chair

Patrick Kent is both a Solicitor (non-practising) and a Chartered Management Accountant (ACMA). Originating from Yorkshire, he graduated in Business Law and settled in Liverpool in 1991. He spent 6 years as a solicitor in private practice before joining a FTSE 100 company as an in-house solicitor. He has worked in the Financial Services industry since 1997 and he qualified as a Chartered Management Accountant in May 2008. He is also a School Governor of St. Nicholas’ CoE Primary School in Blundellsands.
Tom Singleton - Treasurer

Tom Singleton is a partner in a firm of Chartered Accountants, where he is responsible for general practice and office management. He is a Committee Member of both a Pre-School Learning Group and a Community Action Group, whose principal aim is to preserve and enhance a local park playing area. Tom is also a Civilian Instructor to the Air Cadets teaching Meteorology, basic land navigation and leadership practices.
Avril Lewis -

Avril Lewis has recently taken early retirement having worked for over thirty years in varied capacities for Liverpool City Council. She began her career as an Audit Clerk, then a Clerical Officer, before becoming an Auditor, the Senior Auditor and ultimately Chief Assistant in the Internal Audit Department. Avril became a Personnel Officer within the Personnel and Management Service and was then promoted to Principle Personnel Officer. Her final move was to the Resources Directorate where she was the Personnel Manager. Avril has been an active member of equal opportunities working groups within the City Council and was a founder member of the Senior Women Managers’ Forum, helping to break the ‘glass ceiling’. Avril has fundraised and undertaken a variety of voluntary work within the Liverpool Jewish Community.
Rosemary Ojukwu -

Rosemary Ojukwu is Nigerian by birth, married with 3 children. She is a member of the Igbo Women’s Association, which offers support to women married to men of the Igbo tribe and generally keep the culture of the tribe alive. Rosemary has a BSc Honours degree in Geography and American Studies and, prior to her current career as an Education Welfare Officer for Liverpool City Council, she taught A-level and GCSE Geography at Liverpool City College and Black Studies at the Charles Wooton Centre. Rosemary is a member of the Faith and Justice Group, which is a local organisation, part of Amnesty International. She is a member of Canna Cuisine, a charity which cooks African dishes for the elderly, infirm and housebound.
Bob Gregory -

Bob Gregory served his apprenticeship and worked in shipbuilding until a change of career when he entered nursing, specialising in geriatric and orthopaedic nursing. For the last 18 years he has been a Regional Officer for UNISON, dealing specifically with the NHS. Bob has served on both the Liverpool City Council and the Liverpool Area Health Authority. He has a special interest in welfare, pensions and disability issues and he currently sits on Social Security and Disability Appeal Tribunals.
Gretel Baron - Vice Chair

Gretel Baron has recently retired as an Account Manager for an internet company, where she worked on a variety of website projects. She has been responsible for developing this website for Liverpool Central CAB. She has also worked with multimedia students, demonstrating software and delivering internet related training courses. More recently she has been involved with research for the International Slavery Museum in Liverpool. Prior to this Gretel has taught pottery and has been a self employed artist producing ceramics.
Keith Gorman -

Keith Gorman is currently employed as a Project Manager within Health@work, managing the Smokefree Liverpool Campaign and working directly with individual businesses, trade unions and business associations in relation to Health & Safety good practice. Prior to this he was a Health & Safety Quality Inspector with Wirral Borough council. Keith also has voluntary work experience having worked with young people and people with physical disabilities at Dale Farm, the Kylemore Centre and West Kirby Youth Centre.
Stuart McKenna -

Stuart McKenna is now employed as Diversity Manager for the Cooperative Group. Prior to this, Stuart worked for the Merseyside Fire & Rescue Service as the Equality and Diversity Manager, developing and ensuring compliance with all aspects of Equality legislation. Prior to this, Stuart was an Equality & Human Rights Adviser at Ashworth Hospital, where he carried out equality impact assessments and delivered equality & diversity training.
Marjorie Hayes -

Before retiring I worked for 22 years in LCVS as an Administrator. I am involved in voluntary chaitable work, i.e. apart from my connection with Liverpool CAB, I am a Magistrate at Liverpool Magistrates Court, I am a mentor for a child through Action for Children Junior Mentoring Scheme, A volunteer for WRVS at Alder Hey Children's Hospital. I love Liverpool, I feel priviledged to have been born here and spent my life here. I love our beautiful buildings and our cheerful people, I know we have our problems (a big one being the lack of employment for our young people) but I hate to hear people knocking our City.
Leigh Dunton -
Currently runs his own company providing business expertise and support to the NHS, 3rd sector/not for profit, and small to medium size organisations. Prior to this, Leigh held a Client Director position within a Global IT organisation and was responsible for major sales, programme delivery and relationship management to key customers in the Energy and Utilities, and Public sectors. He holds a B.Eng and M.Eng (hons) in Electrical and Electronic Engineering and completed an MBA postgraduate degree in 2005. Leigh is a keen traveller, taking a career break in 2006 to travel through the African and South American continents, Australia, Samoa and New Zealand during which he undertook volunteer positions and led to him running a Big 5 game lodge near the Kruger park in South Africa. The African people, wildlife and wilderness remain close to his heart.
